The World Wide Web Consortium
The World Wide Web Consortium (W3C) is a group headed by Tim Berners-Lee (Director), and they are responsible for setting the standards for HTML, XML, etc.. Basically they are the guardians of the World Wide Web, although they can only suggest a standard, on balance they have made a good job of a very difficult task. The big software companies like to go off and do their own thing, as can be seen when comparing Internet Explorer with Netscape's Communicator for example - certain things are done different ways.
